President Clinton proposes 50 or so new federal capital offenses. Congress added a few others in 1988, resulting in six condemned inmates. There are about 2,700 prisoners on state death rows.

The Brady bill would impose a five-day waiting period on handgun purchases but would not otherwise ban sales. The National Rifle Association estimates the number of handguns nationwide at 65 million.

The anti-crime package would add 50,000 officers to local forces across the country–at a cost of $3.4 billion. That’s about a 5 percent increase to the approximately 931,000 officers now serving.
